Experienced Care for Energy Workers With Accepted Medical Conditions
Program update, October 2026: EEOICPA is currently denying almost all medical requests for massage therapy. If you have a White Card, please call us at 509.405.2642 before scheduling so we can talk through your options.
For more than 15 years, Tri-Cities Medical Massage has worked with Energy Employees Occupational Illness Compensation Program Act (EEOICPA) patients and their families.
We understand that White Card care is different from ordinary massage therapy. Many of the people we treat are managing chronic, complex medical conditions that affect breathing, mobility, sensation, tissue health, fatigue, pain, and daily function.
Our role is to provide medically appropriate massage and manual therapy that addresses the effects of the accepted condition and supports comfort, function, and quality of life.
Care Based on the Accepted Condition
EEOICPA treatment must relate to an accepted medical condition.
At Tri-Cities Medical Massage, treatment is individualized based on the diagnosis, the way that condition is affecting the patient, and the goals established for care.
We commonly work with White Card patients experiencing problems related to:
- Chronic lung and respiratory conditions
- Peripheral neuropathy
- Parkinsonian rigidity and movement restriction
- Cancer treatment and surgical scarring
- Lymphatic changes and swelling
- Radiation-related tissue changes
- Chronic muscular and fascial restriction
- Pain and functional limitations associated with accepted conditions
Lung Conditions
Chronic respiratory disease can affect much more than the lungs themselves.
People living with conditions such as COPD, interstitial lung disease, asbestosis, pneumoconiosis, pulmonary hypertension, or other accepted respiratory diagnoses may develop persistent tension and restriction through the chest, ribs, neck, shoulders, back, and accessory breathing muscles.
Treatment may focus on improving comfort and mobility in the tissues involved in breathing and reducing the muscular restriction that can accompany chronic respiratory effort.

Neuropathy
Neuropathy can affect sensation, comfort, balance, sleep, and the ability to tolerate ordinary activity.
Treatment is adapted to the individual and may focus on comfort, circulation, tissue mobility, and areas of muscular tension that develop around altered movement patterns.
Because neuropathy can change sensation, pressure and treatment techniques are carefully adjusted for safety and tolerance.
Parkinson’s / Rigidity Support
People with Parkinsonian symptoms may experience stiffness, muscular rigidity, reduced mobility, and difficulty moving comfortably through daily activities.
Massage and assisted movement can be used to address muscular tension and stiffness and support comfort and mobility as part of the patient’s broader medical care.
Treatment is adapted to the person’s current abilities, fatigue level, and functional needs.

Cancer-Related Scar Tissue & Lymphatic Care
Cancer treatment can create lasting changes in the tissues.
Surgery, radiation, lymph-node removal, and reconstruction may contribute to:
- Scar tissue and adhesions
- Tissue tightness
- Reduced mobility
- Swelling
- Fibrosis
- Chest-wall or abdominal restriction
- Changes in lymphatic drainage
Our therapists provide specialized scar, fascial, and lymphatic care when it is appropriate for the patient’s accepted condition and medical history.

Your First Appointment
All initial appointments are 90 minutes.
Your first visit gives us time to understand:
- Your accepted medical condition
- How that condition is affecting your daily life
- Current symptoms and functional limitations
- Relevant surgeries or cancer treatment
- Areas of pain, stiffness, swelling, or restriction
- Changes in breathing, movement, sensation, or activity tolerance
- Your current medical care and provider recommendations
- What you most want help with
Treatment is then tailored to your condition, presentation, and tolerance.
Thorough Documentation Matters
White Card care requires more than simply recording that massage was provided.
We document:
- Current symptoms
- Functional limitations
- Objective findings within our scope
- Areas treated
- Response to treatment
- Progress over time
- Remaining limitations
- The relationship between the treatment and the accepted condition
Our goal is to create a clear record of why treatment is being provided and how the patient is responding.
Experienced With EEOICPA Billing and Authorization
Tri-Cities Medical Massage has worked with EEOICPA patients for many years and understands the importance of accurate documentation, authorization, and billing.
Coverage is determined by the Department of Labor based on the patient’s accepted conditions, current authorization, and applicable program requirements.
Our office works with patients and prescribing providers to obtain the information needed for treatment when appropriate.
Clinic and Home-Based Care
Most treatment is provided in our clinic.
Home visits may be considered when a patient is medically homebound and unable to reasonably receive care in the clinic.
Our Goal
For many White Card patients, the underlying medical condition is chronic.
The goal of treatment is not to promise a cure.
It is to address the muscular, fascial, lymphatic, and functional effects of the condition in ways that may improve comfort, mobility, daily function, and quality of life.
